Overview

A group of individuals representing elements of the health care system in Nova Scotia is embarking on exploratory work to establish a Health Policy Research Centre (HPRC) in Nova Scotia. The early concept of the Centre is that it will use comprehensive databases to focus on public policy concerns related to effective health care delivery.

The intention is to create a partnership that will bring about informed public policy decision making that is research based, and that will benefit Nova Scotians. The vision for the centre is to provide an outstanding opportunity for excellent research, collaborative and interdisciplinary partnering and educational opportunities for students.

Outcomes and capabilities have been established for the HPRC.  These are current to August 14, 2007.  They are as follows:
1.  Research capability in support of health policy decision making
2.  Major data repository and related services
3.  Knowledge translation and knowledge transfer
4.  Education/Academic Centre of Excellence
5.  Forum to bring together health policy decision makers, academics and researchers

There are principles under which the HPRC should be designed, operated and governed.  These are current to August 14, 2007.  They are as follows:

Presentation - Dr. Morris Barer, Acting Director, Senior Faculty - Centre For Health Services and Policy Research

On November 13, 2007, Dr. Morris Barer presented his experiences to individuals from the provincial government and health research community about building a Health Services and Policy Research Centre in British Columbia.  Dr. Morris Barer is the Founding Director of the Centre for Health Services and Policy Research. Dr. Barer current research focuses on the shifting patterns of service provision by physicians, Canadian pharmaceutical policy, and separating fact from fiction concerning access to care, wait lists, the effects of an aging population, and health care financing. His work also delves into the interplay between research evidence and vested interests in the evolution of health care policy.

The Steering Committee’s overall objective is to lead the formation of the Health Policy Research Centre. The Steering Committee will oversee the work of the project's consultant Bob Moody.

Vision Document
 
At its January 31st, 2008 meeting the Steering Committee approved the final report of the Scientific and Technical Working Group. Subsequently, this report has been adapted to represent a Vision document for the HPRC at this point in time. This vision will continue to evolve as additional Working Groups present their reports and recommendations to the Steering Committee. A copy of this Vision document is available here.

A number of working groups will be established to facilitate the progression of the Health Policy Research Centre proposal.  These working groups will provide opportunities for stakeholders to provide their input and expertise throughout this initiative:
